Achievement Consulting Services, LLC (ACS) corporate office is located outside of Philadelphia, Pennsylvania region. ACS has continued to provide exemplary service and care to specialized populations. Which has resulted in our expansion of service deliver. ACS locates, coordinates, and monitors supports and services for adults living with autism. In addition, ACS has a separate department that provides professional therapeutic and consultative services for various reasons. Victoria F. Fernandez is a driven community leader and Behavioral Health Consultant noted particularly for her work in advocating for youth and families through various professional case management and community leadership roles throughout her career.
​
Mrs. Fernandez is particularly passionate about education and has worked hard to support both students and single parents in educational attainment. She lives by, and encourages others, to adopt the mantra, "It is my duty and obligation to be successful". This mantra has guided her work with various organizations including Pan American Mental Health Service, Devereux Community Services, Lutheran Children and Family Service, and the Youth Advocate Program, Inc.

Mrs. Fernandez guides others in cultivating resilience through raising awareness and providing critical information in order to help them to overcome obstacles. Her work in raising awareness about Autism, Cancer research, and Narcolepsy has garnered the respect of her peers and colleagues. She has a certification in trauma awareness and has completed extensive, specialized training in the areas of behavioral assessment, child welfare services, sexual abuse, suicide prevention, autism awareness, and mental health support.

Mrs. Fernandez currently serves as the Founder and Executive Director for Achievement Consulting Services, which involves support coordination of services for adults living with autism and intellectual developmental disabilities. In addition, her professional services consist of collaborating with education lawyers, teachers, parents, and students in the Philadelphia tristate area to deliver consultative services and advocacy designed to support personal and academic success. She is also a leader in several business ventures based on her strong business acumen, lead generation, and successful client relationship and management skills.

Mrs. Fernandez is a proud mother of two high-functioning Autistic teenagers and currently splits her residency between Philadelphia, PA and Orlando, FL . Her desire to inspire her family and others has resulted in her personal pursuit of education. Mrs. Fernandez holds an A.A. in Psychology/Social Work from Reading Area Community College, a B.S. in Social Work from Temple University, and an M.A. in Human Services Counseling – Marriage and Family from Liberty University. At this time, she is a Licensed Behavioral Specialist for the state of Pennsylvania through the board of medicine. Additionally, she is an Infant Toddler Developmental Specialist and as a Forensic Addictions Counselor to diversify her expertise within multiple disciplines.

Mrs. Fernandez is a member of the Urban League of Philadelphia, NExT (Network of Extraordinary Talent), and formerly a member of the Pyramid Club, a prestigious business club.
